State blocks plans to apply for federal health grants

The state is blocking plans by the Milwaukee Health Department and University Health Services in Madison to apply for federal grants that would provide about $27.5 million for health programs designed to promote healthier lifestyles and reduce chronic diseases such as diabetes.

Dennis Smith, secretary of the state Department of Health Services, contends that the programs would duplicate services already being offered in Wisconsin.

University Health Services at the University of Wisconsin-Madison planned to apply for a federal grant worth roughly $23 million over five years for the remainder of the state. It operates a clearinghouse that provides training and technical assistance to community groups, coalitions and local public health departments.

"My perspective is the need is great, and these are resources that could be put to great use for the state and the citizens of the state," said Thomas Sieger, prevention director for University Health Services. "And it's unfortunate not to bring them in."
